The written test carries 60 marks and certificate marks carry 40 marks, making 100 marks for overall merit; candidates must secure at least 40% in the written test to be called for certificate verification, subject to the notified shortlisting ratio.
South Eastern Railway (SER), through its Railway Recruitment Cell (RRC), has invited online applications for 10 vacancies under the Scouts & Guides Quota for 2026-27. There are 2 Level-2 (Group C) posts at South Eastern Railway Headquarters and 8 Level-1 (Erstwhile Group D) posts distributed across the Adra, Chakradharpur, Kharagpur and Ranchi Divisions. Who Should Apply

Eligibility & Age Limit
The educational qualification depends on the level applied for. For Level-2, 12th with at least 50% aggregate marks is accepted, with the notification exempting SC, ST, Ex-Servicemen and PwBD candidates and candidates with higher qualifications from a UGC-recognized university from the 50% requirement. The alternative route is 10th plus NAC or NCVT-approved ITI; a Diploma in Engineering is specifically not treated as an alternative under this route. Level-1 requires 10th, ITI, equivalent qualification or NCVT NAC.
The Scouts & Guides qualification is mandatory for both levels. The candidate must have a President Scout/Guide/Rover/Ranger qualification or Himalayan Wood Badge, must have been an active member for the last five years, and must have attended two National/All Indian Railways level events plus two State-level events.
The age is reckoned as on 01 January 2027:
- Level-2: 18 to 30 years for UR candidates.
- Level-1: 18 to 33 years for UR candidates.
- OBC candidates get up to 3 years of upper-age relaxation and SC/ST candidates up to 5 years under the notification.
- Serving eligible Railway employees, widows/divorced women/women judicially separated but not remarried, PwBD candidates, Ex-Servicemen, quasi-administrative staff and Course Completed Act Apprentices have additional relaxations under the specific rules in the notification.

Salary & Pay Scale
The notification specifies 7th CPC pay levels for the two categories:
- Level-2 (Group C): Pay Level 2 with Grade Pay of ₹1,900 under the notification's legacy grade-pay reference.
- Level-1 (Erstwhile Group D): Pay Level 1 with Grade Pay of ₹1,800 under the notification's legacy grade-pay reference.
The corresponding starting basic pay under the 7th CPC pay matrix is ₹19,900 for Level-2 and ₹18,000 for Level-1, before applicable allowances. The actual in-hand amount will depend on applicable allowances and deductions.

The refundable amount is available only to candidates who actually appear in the written examination and who select the refund option in the online application. Bank charges may be deducted. EBC means candidates whose family income is less than ₹50,000 per year under this notification.
How to Apply
- Visit the official RRC/SER website.
- Open the Railway Recruitment Cell section and select Online/E-Application for Scouts & Guides Quota / 2026-27.
- Click New Registration and enter your name, father's name, date of birth, community, email ID and mobile number.
- Note the registration number and password sent to your registered email/mobile.
- Log in and complete the application form.
- Upload the required photograph, signature, Left Thumb Impression (LTI), educational certificates and Scouts & Guides certificates.
- Upload category, income, EWS, EBC, minority or PwBD documents wherever applicable.
- Pay the examination fee online through Internet Banking, Debit Card or Credit Card.
- Select the refund option if you are eligible and want to receive the refundable portion after appearing in the written test.
- Submit the application and preserve the registration/application number and two printed copies of the submitted form.
The photograph should be a colour passport-size image of 35 mm × 45 mm or 320 × 240 pixels, in JPG/JPEG at 100 DPI and 20–50 KB. The signature and LTI should be scanned at 100 DPI in JPG/JPEG, with the LTI/signature image size between 10–40 KB; the LTI/signature box is 50 mm × 20 mm.

How Are Candidates Selected
Written Test: The first stage carries 60 marks. It has 40 objective questions for 40 marks and one essay-type question for 20 marks. The questions cover the Scouts & Guides Organization, its activities and General Knowledge. The test duration is 60 minutes, and one-third of the marks allotted to an objective question is deducted for a wrong answer. Candidates must secure at least 40% in the written test.
Scouts & Guides Certificate Marks: The second stage carries 40 marks. Marks are awarded for additional participation/service in National or All Indian Railways events, State events/rallies, specialized Scouts & Guides courses and District Rallies. The first two National/State event certificates that satisfy the minimum eligibility do not themselves earn additional marks.
Certificate Verification and Medical Examination: Candidates up to five times the notified vacancies, in order of merit and meeting the written-test standard, are called for verification of certificates. After Stage I and Stage II and recommendation by the Recruitment Committee, candidates are sent for medical examination at a Railway Hospital in a 1:1 ratio against notified vacancies.
The final merit is based on the written test and Scouts & Guides certificate marks. Candidates must be medically fit in the prescribed medical category for the offered post.

What Happens After Selection
After the written test and certificate-mark assessment, shortlisted candidates undergo certificate verification. Candidates recommended after these stages are sent for medical examination at a Railway Hospital in merit order against the notified vacancies. The Railway Medical Authority must declare the candidate fit in the prescribed medical category.
The place of posting is decided by the competent authority. Posting depends on vacancy availability, medical fitness and the decision of the competent authority.
For an appointment to a Clerk-cum-Typist post in Level-2 railway service, the notification requires typing proficiency of 30 words per minute in English or 25 words per minute in Hindi within two years from appointment.
