What a Stenographer Grade D Actually Does
A Stenographer takes dictation in shorthand and transcribes it, handles an officer's correspondence and appointments, and manages the flow of papers through their office. Grade D posts sit at Pay Level 4 across ministries and subordinate offices; Grade C posts sit at Pay Level 6 and attach to more senior officers. The same examination fills both, with the shorthand speed requirement separating them.

The post is on 7th CPC Pay Level 4, where the pay matrix begins at ₹25,500. That basic figure is the one quoted in notifications and the one most applicants see first — and it is also the one that causes the most confusion, because it is neither what you earn nor what you receive. Dearness allowance, house rent allowance and transport allowance are added to it, and NPS and CGHS come off, before anything reaches your account.
On the defaults above — entry-level basic, DA at 60%, Y-class city — gross comes to about ₹48,780 and in-hand to roughly ₹44,450 before income tax. Move to an X-class city and HRA rises from 20% to 30% of basic; move to a Z-class posting and it falls to 10%. That single variable moves the monthly figure more than anything else in your control.
How the Salary Is Built Up
Every central government salary is assembled the same way, and understanding the parts makes the number predictable rather than mysterious.
- Basic pay — your cell in the pay matrix. It rises by one annual increment of 3%, and jumps to a higher level on promotion.
- Dearness allowance — inflation compensation, a percentage of basic revised every January and July. It is the largest single addition and the reason the same post pays visibly more each year.

Selection is a computer-based examination followed by a shorthand skill test — historically 80 words per minute for Grade D and 100 for Grade C, dictated for ten minutes and transcribed under time limit. The skill test, not the written paper, is where most candidates are eliminated.

Grade D promotes to Grade C at Level 6, then to Private Secretary grades at Level 7 and above. The Honest Picture
Shorthand is a demanding skill that takes months to build and decays without practice, which is exactly why the competition is thinner than for general graduate posts. If you already have shorthand, this is one of the better-value government entries at 12th pass — Level 4 is a full two levels above LDC.
