Download Official Notification →The Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme — known to everyone as Pudhumai Penn — pays ₹1,000 a month to a girl student who went to a government school and is now in higher education. The money goes into her own bank account, every month, until she finishes her first degree, diploma or ITI.
It exists for one reason. Girls from government schools were leaving education after Class 12 over money rather than marks, and the gap was widest in exactly the districts where a degree changes the most. The scheme was launched on 18 March 2022 and now reaches over 9 lakh students a month, which makes it one of the largest direct transfers to students anywhere in India.

Who qualifies
You are eligible if all of the following are true.
Your schooling. You studied Classes 6 to 12 in a Tamil Nadu government school. From 15 July 2024 this was extended to government-aided schools, which brought in a large group who had been excluded until then.
Your current course. You are enrolled in a regular undergraduate degree, diploma, ITI or professional course. This is where most rejections happen, so be precise about it: correspondence, distance education and open university programmes are not eligible. The course has to be regular and full-time.
Your marks. At least 33% in your previous examination.
What does not disqualify you
Two things worth stating plainly, because both get misreported:
- Other scholarships do not disqualify you. Pudhumai Penn is paid in addition to other scholarships. If you hold a central government or departmental scholarship, you keep both.
- There is no separate caste or income condition attached to the scheme's core eligibility. The qualifying test is where you studied from Class 6 to 12.
What you actually get
₹1,000 per month — ₹12,000 a year — by Direct Benefit Transfer.
It is worth being clear about what this is not. It is not a fee waiver, it is not credited to the college, and it is not a one-time grant at the end of the course. It is cash, monthly, in the student's own account, and she decides what it pays for.
That design is deliberate. The costs that actually end a girl's education are rarely the tuition. They are the bus fare to a college three towns away, the hostel mess bill, the lab record notebook, the ₹500 examination application fee that falls in a bad month. A monthly transfer covers those in a way an annual fee waiver does not.
Payment continues for the duration of the course, as long as study is uninterrupted and your college keeps verifying your enrolment.
How to apply
This is the part almost every other guide gets wrong, and getting it wrong costs students months.
You do not apply yourself. The portal at pudhumaipenn.tn.gov.in is a college login, not a student login. Your institution enrols and verifies you through the University Management Information System (UMIS). There is no student application form to fill in there.
What you actually need to do:
- Tell your college you are a Pudhumai Penn candidate as soon as you join, and give them your Class 6 to 12 school details. Do not assume the admission form captured this.
- Give a bank account in your own name. A parent's account or a joint account will not receive DBT. If you do not have one, open a basic savings account before the college submits.
- Make sure that account is Aadhaar-seeded — see the section below, because this is the single most common failure point.
- Confirm the enrolment was actually submitted. Ask the office for confirmation rather than assuming. An unsubmitted enrolment is the commonest reason a genuinely eligible student receives nothing at all, and it produces no error message anywhere.
Every year, not just once
Renewal is not automatic in the sense people assume. Each year the college has to verify active enrolment and attendance through UMIS for the payment to continue. If you change college, change course, or your institution is slow with verification, the payment stops without notice. Ask the office at the start of each academic year whether your renewal has gone through.
How to check your status
Students check their own status at penkalvi.tn.gov.in:
- Open the student login.
- Sign in with your registered mobile number and the OTP.
- View application status, approval status and payment history.
If the portal shows nothing at all, your college has probably not submitted you. If it shows approval but no payment, the problem is at the bank.
Your college also has a Pudhumai Penn nodal officer with UMIS access who can see your application, its approval state and the payment records. That person can tell you in two minutes what a portal will not.
Why payments stop, and how to fix it
Almost every "I am eligible but I am not getting the money" case comes down to one of two things, and neither is about eligibility.
The college has not verified. Check this first — it is free, it is fast, and it is the more common of the two.
The bank account is not correctly seeded. This is the one that wastes months, because the language is confusing and bank staff often answer the wrong question.
Step 1 — work out which of the two links is missing
Ask the bank two separate questions, because they are two separate things:
- "Is my Aadhaar seeded to this account?" — the bank's own internal mapping.
- "Is my account updated in the NPCI mapper?" — the central bridge that routes DBT payments.
A bank clerk will often answer the first and consider the matter closed. The second is the one that matters for a government payment, and it is the one that is usually missing.
Step 2 — read the error code if you are given one
Two codes come up constantly with student payments:
- B08 — the bank holds your Aadhaar but never uploaded the mandate to the NPCI mapper. The transfer was attempted and bounced because NPCI did not know which account to send it to. The fix is a seeding request at the branch.
- 207 — a demographic mismatch. Your name, date of birth or gender on Aadhaar does not match the bank's core record exactly. You have to correct the bank KYC to match Aadhaar exactly before seeding will go through. "Exactly" includes initials and spelling: R. Priya and Priya R are not the same record.
Step 3 — go to the branch, not the app
Take your Aadhaar card and passbook to the branch and ask in writing for Aadhaar seeding and an NPCI mapper update. Most banks cannot do this from the app, and a phone-banking agent generally cannot either.
Step 4 — wait, then re-check
Allow about seven days and check again. You can verify the mapping yourself through the UIDAI bank mapper or the NPCI BASE portal rather than taking the branch's word for it.
One account only
If you have Aadhaar seeded to more than one bank account, the NPCI mapper points at exactly one of them — the most recently seeded. Money goes there, not to the account you expect. If you have opened a new account recently, that is very often the whole explanation.
Other reasons the money stops
- The account has gone dormant through no transactions. A student account with no activity for a year can be frozen for KYC, and DBT to a dormant account fails silently.
- Name mismatch across three records — Aadhaar, the bank and the college. All three have to agree.
- You changed your account and told the bank but not the college.
None of these produce a notification. Nobody will call you. If a month is missed, start asking immediately rather than waiting to see whether two months arrive together.
What this has to do with a government job
Almost everyone on this scheme is heading towards a competitive exam, and Pudhumai Penn covers exactly the years spent preparing. A degree, diploma or ITI certificate in hand opens most of what is worth applying for:
- Tamil Nadu government jobs open now — TNPSC, TNUSRB, TRB and the All-India recruitments that TN candidates can apply for
- Any Degree govt jobs — the largest single category for a graduate
- Diploma and ITI openings, including the apprentice notifications that run continuously in Tamil Nadu
- Salary calculators — what those posts actually pay in hand, after DA, HRA and deductions
One practical note while you are still studying: the same Aadhaar-seeded account you set up for this scheme is the account you will use for exam fee refunds and, eventually, your salary. Getting the seeding right once saves the same fight later.

Before you rely on any figure on this page
Scheme amounts, eligibility rules and dates are revised in every state budget, and several of these schemes are being restructured right now. Everything here was checked against available sources in September 2026, and the official portal linked at the top of this page is the only authority on what is current.
If a page anywhere — including this one — tells you something different from the department's own notice, the department is right.
Common Questions
- Who is eligible for the Pudhumai Penn scheme?
- A girl student who studied Classes 6 to 12 in a Tamil Nadu government school — or, since 15 July 2024, a government-aided school — and is now enrolled in a regular undergraduate degree, diploma, ITI or professional course. A minimum of 33% in the previous examination is required.
- How much is paid and for how long?
- ₹1,000 a month, ₹12,000 a year, by Direct Benefit Transfer into the student's own bank account. It continues until she completes her first higher education course, provided study is uninterrupted and the college verifies enrolment each year.
- Can I take Pudhumai Penn along with another scholarship?
- Yes. It is paid in addition to other scholarships, so holding a central or departmental scholarship does not disqualify you.
- Is a distance education or open university course eligible?
- No. Correspondence, distance education and open university courses are excluded. Only regular, full-time courses qualify.
- Do I apply myself on the Pudhumai Penn portal?
- No. pudhumaipenn.tn.gov.in is a college login. Your institution registers and verifies you through UMIS. Students check their own status at penkalvi.tn.gov.in with a registered mobile number and OTP.
- My Pudhumai Penn payment has stopped. What do I do?
- Check two things in order. First, your college — a pending enrolment or attendance verification at their end is the commonest cause. Second, your bank — specifically whether the account is updated in the NPCI mapper, which is different from the bank simply holding your Aadhaar.
- How many students receive Pudhumai Penn?
- Over 9 lakh girl students across Tamil Nadu receive the payment each month by DBT.
- Does the money stop if I fail a year?
- The scheme runs until the first higher education course is completed without a break in study, and renewal depends on the college confirming active enrolment. A dropped or repeated year puts that verification at risk, so speak to the college office rather than waiting to see.
